Gender Equality Legal Instruments Project

Since 2006, The National Commission for Lebanese Women (NCLW), an official institution established by law in 1998 and affiliated with the Presidency of the Council of Ministers in Lebanon, has collaborated with the United Nations Population Fund (UNFPA) to mainstream gender aspects in various development platforms, policies, and strategies. This collaboration has included reviewing Lebanese laws to eliminate legal discrimination against women.

In 2021, NCLW and UNFPA agreed to implement activities aimed at promoting gender equality and women’s empowerment in Lebanon. As part of these efforts, they sought to analyze Lebanese legal instruments, including community laws, from a gender perspective.

YAZCONSULT undertook the following key responsibilities:

  • Designing Conceptual Framework: Developed a framework for analyzing the legal instruments from a gender perspective.
  • Conducting Desk Review: Compiled and updated previous compilations of laws and analyzed relevant documentations, including proposal laws, draft laws, and decrees aimed at eliminating legal discrimination against women.
  • Identifying Gaps and Discriminatory Provisions: Identified gaps, coherence issues, discriminatory provisions, and aspects related to gender equality within the legislations. Highlighted topics not covered by any existing proposal law, law, or decree.
  • Analyzing Results: Analyzed the results obtained from the desk review and initial analysis.
  • Preparing Draft Report: Prepared a draft report documenting the findings and analysis. 
  • Preparing Final Report: Incorporated feedback received from stakeholders into the final draft of the report.
